People are never held to a plan’s request limits

The per-minute numbers of each plan apply to the apps, API tokens, bots and incoming webhooks an organization connects, and no longer to people: no plan number decides how fast a person may use Kemble.
Each person has one allowance against abuse, measured a second at a time and refilling continuously, well above anything Kemble’s own apps do: opening channels, searching and sending in a hurry come nowhere near it. A burst past it waits its turn rather than being refused, and “Too many requests” is kept for something that keeps sending after it was asked to wait.
K Buddy no longer turns down a run of questions as too many at once. A question waits for its turn, and K Buddy says it is busy only when the wait would be too long; Kemble’s apps then ask again by themselves.
