Kemble Circle: timeouts that hold, slow mode that counts down, and code that pings nobody

A timed-out member cannot post, react, open threads or change their nickname, a moderator included; administrators cannot be timed out, and the dialog says so. The person sees the message box locked with the time left and the reason, at once and in every channel, and it opens again by itself when the timeout ends. Slow mode starts its countdown the moment you send, in a channel and in a thread, and paces new threads as well.
@everyone, @here and names inside code, inline or in a block, notify nobody. @here reaches people who are Idle or on Do Not Disturb as well as Online. In a direct message, @everyone and @here are plain words. A role is drawn as a mention only when the message reached it, and “Change nickname…” is not offered on members who outrank you.
