Kemble Circle: every appeal can be answered, and moderation asks before it acts

An appeal against the owner’s own action, or a lone moderator’s, can now be answered as a self-review, and moderators can open a member’s record from any appeal or report.

Nobody answers their own appeal. The owner and administrators can always answer, and a moderator can answer an appeal against their own action when no other moderator is there to; the card and the audit log mark it as a self-review. Appeals has a Waiting and Answered switch showing who decided, when and why, and every appeal and report card has Their record.

Denying an application asks why and lists decided applications. Revoking a ban, lifting a restriction and withdrawing a warning ask once first, and a banned person’s record offers only Revoke ban.
